Brief Description of Duties: HR SPECIALIST (PERSONNEL SUPPORT ASSOCIATE)
THIS IS A SPA POSITION.
THIS POSITION IS AT THE CONTRIBUTING LEVEL.
The primary purpose of this position is to work with the public and campus community providing service with regards to the People Admin Application System, Banner and other personnel issues. The incumbent will serve as receptionist for the Personnel Office. This position coordinates and/or assist the Personnel Officers in the areas of Employment, Classification, Benefits and/or workers compensation. Incumbents will greet visitors and callers with questions and concerns regarding employee transactions. Receive and distribute mail. Process travel request, reserve automobiles, check request and requisitions. Responsible for inventory and ordering supplies as needed. Incumbent will administer the HR Support Ticketing system to ensure all inquiries and requests are satisfied and to support an enhanced level of customer service. Position will be responsible for conducting and facilitating customer service surveys and any statistical reports resulting from those outcomes. Position will provide direct administrative assistance to the Associate Vice Chancellor (AVC) and Director of Human Resources Management and HR/Payroll.

APPLIED KNOWLEDGE – HR PROGRAM AND ORGANIZATION:
Ability to interpret and apply standards personnel policies, procedures, and regulations to a variety of personnel transactions; to gather, compile, and evaluate employee information for the departments and university. The incumbent will utilize personnel systems to access information in response to various inquiries. Must have knowledge of office procedures, methods and practices. Must also possess significant knowledge of and ability to use correct grammar, vocabulary, spelling and office terminology to compose and/or proofread correspondence, reports and other materials. Possess knowledge of mathematics in a work environment. Must be able to learn and work independently with courtesy and tact in performing public contact duties, and able to work with highly confidential, sensitive materials.
Ability to exercise judgment in evaluating situations and making recommendations concerning employee transactions and problems; to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to work independently and to make recommendations.
COMMUNICATION WRITTEN – VERBAL:
Express oneself clearly and concisely in oral and written form; to work independently and to make recommendations. Facilitate the public and current employees in creating a profile for the online application process. Greet visitors and callers with questions and concerns about applications and serve as receptionist for the Human Resources Office. Incumbent will screen calls and visitors for the department, and assist all permanent employees with address changes, direct deposit changes, tax forms, etc. Incumbent will resolve general problems associated with Human Resources and will refer non-standard problems to a higher level.
Have the ability to input and verify information or data using Excel and Access databases, People Admin, Banner, the HR Support Ticketing system and vary personnel systems to process employee forms. Employee will use the multiline telephone, computer, fax, copier and Outlook. Receive, review, stamp and distribute departmental mail for the personnel staff and log into a secure campus database drive. Utilizing MS Mail Merge functionality, prepare envelopes and overnight mailing/packages by printing labels and delivering to the Post Office. Request service for Xerox copier repair, as needed. Make reservations for the HR conference room, as requested. Process and tracking travel request, reserve automobiles check request and requisitions. Will be responsible for keeping track of the HR AVC’s and the HR Director’s calendar on Outlook. Responsible for all adjunct faculty, temporary employees, students, non-students, student workers, graduate students and work study students’ intake paperwork.

Incumbent will research and verify written requests for employment verifications submitted by potential creditors and all public agencies, on behalf of the university. Process background checks on all potential employees.
Required Education/Experience/Skills (Minimum Qualifications): Graduation from a four year college or university; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
